1.         Call to Order and Roll Call

2.            Opportunity for public comment

3.            Approval of Minutes – Consider approval of Minutes of the Regular Board of Trustees Meeting held January 21, 2005

4.            Approval of Accounts Payable.

5.            Communications –

                        c. CSDA News – Proposition 1A

6.            Report from Manager on District Operations for month of January 2005.  

7.            Receive and Discuss a Revised Trustee Reference Manual by the Mosquito and Vector Control Association of California                  

8.            Report from the Manager on the VCJPA Member and Property Contingency Fund Balances at December 31, 2004.

9.            Report from Manager on Attendance at MVCAC Annual Conference

10.            Report from Biologist on Attendance at National West Nile Virus Conference

11.            Report from the Manager on the Environmental Protection Agency (EPA) issuance of an Interpretive Statement Regarding the Clean Water Act stating that “The application of a pesticide to or over, including near, waters of the United States consistent with all relevant requirements under FIFRA does not constitute the discharge of a pollutant that requires a NPDES permit under the Clean Water Act”.

12.            Report from Manager on the Status of West Nile Virus in the Shasta District and Control Plans for 2005

13.            Authorize Consultation and Service Agreement with Shilts Consultants to Provide Assessment Engineering and Professional Consulting Services.

14.            Authorize Payment for Vacation and Overtime Accrual for Certain District Employees

15.            Approval of Proposal to Provide Vision Coverage for District Employees and their Families

16.            Board/staff general discussion. Opportunity for Board members to ask questions for clarification, provide information to staff, request staff to report back on a matter, or to direct staff to place a matter on a subsequent agenda.
